ਬਰੈਂਪਟਨ ਸਾਊਥ ਤੋਂ ਅਂੈਮ ਪੀ ਪੀ ਪਰਬਮੀਤ ਸਰਕਾਰੀਆ ਅਤੇ ਵੈਸਟ ਤੋਂ ਅਮਰਜੋਤ ਸੰਧੂ ਲਈ ਖੁੱਲ੍ਹਾ ਖੱਤ
ਬਰੈਂਪਟਨ ਦੇ ਜਿੰਨਾਂ ਲੋਕਾਂ ਨੇ ਸਾਈਨ ਕੀਤੇ ਹਨ ਉਹ ਤੁਹਾਡੇ ਨਾਲ ਇਸ ਗੱਲ ‘ਤੇ ਨਰਾਜ਼ ਹਨ ਕਿ ਤੁਸੀਂ ਬਿਮਾਰ ਹੋਣ ਤੇ ਤਨਖ਼ਾਹ ਸਮੇਤ ਮਿਲਣ ਵਾਲੀਆਂ ਛੁੱਟੀਆਂ ਦੇ ਸਬੰਧ ‘ਚ ਲਿਆਂਦੇ ਗਏ ਬਿੱਲ 239 ਦੇ ਖਿਲਾਫ ਵੋਟ ਪਾਈ ਹੈ।
ਕਿਸੇ ਚੁਣੇ ਹੋਏ ਨੁੰਮਾਇੰਦੇ ਵਾਸਤੇ ਤਾਂ ਹੈਰਾਨੀ ਵਾਲੀ ਗੱਲ ਹੈ, ਉਹਦੇ ਲਈ ਤਾਂ ਖਾਸ ਤੌਰ ਤੇ ਜੋ ਬਰੈਂਪਟਨ ਦੇ ਲੋਕਾਂ ਦੀ ਨੁੰਮਾਇੰਦਗੀ ਕਰਦਾ ਹੋਵੇ, ਉਹ ਸ਼ਹਿਰ ਜਿੱਥੇ ਕੋਵਿਡ-19 ਕਾਰਣ ਪੂਰੇ ਉਨਟਾਰੀਓ ‘ਚੋਂ ਵੱਧ ਆ ਰਹੇ ਕੇਸਾਂ ਨਾਲ ਲੋਕ ਪੀੜਤ ਹੋ ਰਹੇ ਹੋਣ ਅਤੇ ਮੌਤਾਂ ਵੀ ਵੱਧ ਹੋ ਰਹੀਆਂ ਹੋਣ। ਡਾ: ਅਮਨਪ੍ਰੀਤ ਬਰਾੜ ਦੇ ਦੱਸਣ ਅਨੁਸਾਰ ਪੀਲ ‘ਚ ਲੌਕ ਡਾਊਨ ਹੋਣ ਦੇ ਬਾਵਯੂਦ ਵੀ ਸਤੰਬਰ ਤੋਂ ਦਸੰਬਰ 2020 ਤੱਕ 66% ਕੇਸ ਇਕੱਲੇ ਪੀਲ ‘ਚ ਆਏ ਜੋ ਕੰਮ ਕਰਨ ਵਾਲੀਆਂ ਥਾਵਾਂ ‘ਤੋਂ ਹੀ ਵਧੇ ਸਨ।
ਇਹ ਸਭ ਇਸ ਕਰਕੇ ਹੋ ਰਿਹਾ ਹੈ ਕਿੳਂੁਕਿ ਕੰਮ ਵਾਲੀਆਂ ਥਾਵਾਂ ਅਤੇ ਜੌਬਾਂ ਮਾੜੀਆਂ ਹਨ। ਹੋਰ ਥਾਵਾਂ ਨਾਲੋਂ ਪੀਲ ‘ਚ ਫਰੰਟਲਾਈਨ ‘ਤੇ ਕੰਮ ਕਰਨ ਵਾਲੇ ਵਰਕਰ ਵੱਧ ਹਨ ਜਿਵੇਂ ਕਿ ਪਰਸਨਲ ਸਪੋਰਟ ਵਰਕਰ, ਲੌਂਗ ਟਰਮ ਕੇਅਰ ਵਰਕਰਜ਼। ਬਹੁਤ ਸਾਰੇ ਵਰਕਰ ਮੈਨਿਊਫੈਕਰਇੰਗ ‘ਚ, ਵੇਅਰਹਾਊਸ ‘ਚ, ਟਰਾਂਸਪੋਰਟੇਸ਼ਨ ਜੌਬਾਂ ’ਚ ਜਾਂ ਮਸ਼ੀਨ ਉਪਰੇਟਰ ਹਨ। ਪੀਲ ‘ਚ ਟੈਂਪ ਏਜੰਸੀ ਰਾਹੀ ਕੰਮ ਕਰਨ ਵਾਲੇ ਵਰਕਰਾਂ ਦੀ ਵੀ ਬਹੁਤਾਤ ਹੈ।
ਇਹੋ ਜਿਹੀਆਂ ਫਰੰਟ ਲਾਈਨ ਦੀਆਂ ਜੌਬਾਂ ‘ਤੇ ਕੰਮ ਕਰਨ ਵਾਲੇ ਵਰਕਰਾਂ ਨੂੰ ਜ਼ਰੂਰੀ ਸਹੂਲਤਾ ਨਹੀਂ ਮਿਲਦੀਆਂ ਜਿਸ ਤਰਾਂ ਪੇਡ ਸਿੱਕ ਡੇਜ਼, ਚੰਗੀ ਪੇਅ, ਫੁੱਲ ਟਾਈਮ ਅਤੇ ਪੱਕਾ ਕੰਮ। ਬਹੁਤੀ ਵਾਰ, ਇਹੋ ਜਿਹੇ ਹਾਲਾਤਾਂ ‘ਚ ਬਿਮਾਰ ਹੋਣ ਦੇ ਬਾਵਯੂਦ ਵੀ ਵਰਕਰ ਕੰਮ ‘ਤੇ ਜਾਣ ਵਾਲਾ ਔਖਾ ਫੈਸਲਾ ਲੈਣ ਲਈ ਮਜ਼ਬੂਰ ਹੋ ਜਾਂਦੇ ਹਨ ਕਿਉਂਕਿ ਉਹਨਾ ਲਈ ਕੰਮ ਦੇ ਇਕ ਘੰਟੇ ਦੀ ਤਨਖਾਹ ਤੋਂ ਬਿਨਾਂ ਵੀ ਗੁਜ਼ਾਰਾ ਚਲਾਉਂਣਾ ਮੁਸ਼ਕਲ ਹੋ ਜਾਂਦਾ ਹੈ।
ਤੁਹਾਡੀ ਸਰਕਾਰ ਵਲੋਂ ਇਹ ਦਾਅਵਾ ਕਰਨਾ ਕਿ ਫੈਡਰਲ ਸਰਕਾਰ ਦਾ ਸਿੱਕਨੈਸ ਬੈਨੇਫਿਟ ਪਰੋਗਰਾਮ, ਪਰੋਵਿੰਸ ਦੇ ਪੇਡ ਸਿੱਕ ਡੇਜ਼ ਵਾਲਾ ਪਰੋਗਰਾਮ ਵਰਗਾ ਹੀ ਹੈ, ਇਹ ਦਾਅਵਾ ਨਿਰਾ ਝੂਠ ਹੈ। ਫੈਡਰਲ ਸਰਕਾਰ ਦਾ ਪਰੋਗਰਾਮ ਉਸ ਵਰਕਰ ‘ਤੇ ਸਿਰਫ ਉਦੋਂ ਹੀ ਲਾਗੂ ਹੂੰਦਾ ਹੈ ਜਿਸਦੀ ਹਫਤੇ ਭਰ ਦੀ ਕੰਮ ਤੋਂ ਮਿਲੀ ਪੇਅ ਘੱਟਕੇ ਅੱਧੀ ਰਹਿ ਗਈ ਹੋਵੇ। ਬਹੁਤੇ ਵਰਕਰਾਂ ਲਈ ਤਾਂ ਇਹੋ ਜਿਹੇ ਹਾਲਾਤਾਂ ਦੀ ਕਲਪਨਾ ਵੀ ਨਹੀਂ ਕੀਤੀ ਜਾ ਸਕਦੀ।
ਫੈਡਰਲ ਸਰਕਾਰ ਦਾ ਪਰੋਗਰਾਮ ਕੋਵਿਡ ਨਾਲ ਪੀੜਤ ਲੋਕਾਂ ਲਈ ਹੈ, ਇਹ ਉਨ੍ਹਾਂ ਲੋਕਾਂ ਦੀ ਮਦਦ ਨਹੀਂ ਕਰਦਾ ਜਿਨ੍ਹਾ ਨੇ ਟੈਸਟ ਕਰਵਾਉਂਣਾ ਤੇ ਰੀਜਲਟ ਦੀ ਉਡੀਕ ਕਰਨੀ ਹੈ, ਅਤੇ ਆਪਣੇ ਆਪ ਨੂੰ ਇਕੱਲਿਆਂ ਵੱਖ ਰੱਖਣਾ ਹੈ। ਇਹ ਉਹਨਾ ਵਰਕਰਾਂ ਨੂੰ ਵੀ ਘਰੇ ਰਹਿਣ ‘ਚ ਕੋਈ ਮਦਦ ਨਹੀਂ ਕਰਦਾ ਜਿਹਨਾ ਦੇ ਬੱਚਿਆਂ ਨੂੰ ਕੋਵਿਡ ਵਰਗੀਆਂ ਨਿਸ਼ਾਨੀਆਂ ਹੋਣ ਕਾਰਨ ਸਕੂਲੋਂ ਘਰ ਭੇਜ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਇਹ ਪਰੋਗਰਾਮ ਉਹਨਾ ਵਰਕਰਾਂ ਨੂੰ ਵੀ ਕੋਈ ਮਦਦ ਨਹੀਂ ਕਰਦਾ ਜਿੰਨ੍ਹਾ ਨੂੰ ਕੋਵਿਡ ਦਾ ਵੈਕਸੀਨ ਲਵਾਉਂਣ ਲਈ ਸਮਾਂ ਚਾਹੀਦਾ ਹੈ।
ਜਿਨ੍ਹਾਂ ਵਰਕਰਾਂ ‘ਤੇ ਇਹ ਫੈਡਰਲ ਦਾ ਪਰੋਗਰਾਮ ਲਾਗੂ ਵੀ ਹੁੰਦਾ ਹੈ ਉਹਨਾ ਲਈ ਮਿਲਦੀ ਇਹ ਮੱਦਦ ਫੁੱਲ ਟਾਈਮ ਕੰਮ ਤੋਂ ਮਿਲਦੀ ਮਿਨੀਮਮ ਵੇਜ ਤੋਂ ਵੀ ਘੱਟ ਹੈ।
ਜੇ ਦੂਜੇ ਲਫਜ਼ਾ ‘ਚ ਕਹਿਣਾ ਹੋਵੇ ਤਾਂ ਫੈਡਰਲ ਪਰੋਗਰਾਮ ਤੋਂ ਫਾਇਦਾ ਉਹਨਾਂ ਵਰਕਰਾਂ ਨੂੰ ਘੱਟ ਹੁੰਦਾ ਹੈ ਜਿੰਨ੍ਹਾ ਨੂੰ ਸ਼ੁਰੂ ਦੇ ਸਮੇਂ ਤੇ ਬਿਮਾਰ ਹੋਣ ਤੇ ਤਨਖਾਹ ਸਮੇਤ ਛੁੱਟੀਆਂ ਲੈਣ ਦੀ ਸਹੂਲਤ ਨਹੀਂ ਮਿਲਦੀ। ਜਿਸ ਤਰ੍ਹਾਂ ਤੁਹਾਡੀ ਪਾਰਟੀ ਦਾਅਵਾ ਕਰਦੀ ਹੈ ਕਿ ਵਰਕਰ ‘ਡਬਲ’ ਸਹੂਲਤ ਲੈਣੀ ਚਾਹੁੰਦੇ ਹਨ, ਇਹ ਗੱਲ ਸਚਾਈ ਤੋਂ ਕਿਤੇ ਦੂਰ ਹੈ, ਇਹੋ ਜਿਹਾ ਵਰਕਰਾਂ ਨੂੰ ਕੁਝ ਨਹੀਂ ਮਿਲਦਾ।
ਜਦੋਂ ਵਰਕਰਾਂ ਨੂੰ ਬਿਮਾਰੀ ਦੀ ਹਾਲਤ ‘ਚ ਕੰਮ ‘ਤੇ ਜਾਣ ਲਈ ਮਜ਼ਬੂਰ ਕੀਤਾ ਜਾਦਾ ਹੈ ਤਾਂ ਇਸ ਤਰ੍ਹਾ ਸਾਨੂੰ ਸਾਰਿਆਂ ਨੂੰ ਜੋਖ਼ਮ ‘ਚ ਪਾਉਂਣ ਵਾਲਾ ਕੰਮ ਹੈ। ਭਵਿੱਖ ‘ਚ ਲੌਕ ਡਾਊਨ ਵਰਗੀਆਂ ਸਥਿਤੀਆਂ ਪੈਦਾ ਹੋਣ ਨਾਲ ਆਰਥਿਕਤਾ ਅਤੇ ਆਮ ਲੋਕਾਂ ਦੀ ਜ਼ਿੰਦਗੀ ਵੀ ਖਤਰੇ ‘ਚ ਪੈਂਦੀ ਹੈ।
ਇਸੇ ਕਾਰਣ ਹੀ ਤਾ ਉਨਟਾਰੀਓ ਦੇ 34 ਦੇ ਕਰੀਬ ਸੇਹਤ ਨਾਲ ਸਬੰਧਤ ਡਾਕਟਰਾਂ ਨੇ ਸਰਕਾਰ ਨੂੰ ਲਿਖਕੇ ਭੇਜਿਆ ਹੈ ਕਿ ਇੰਪਲਾਇਮੈਂਟ ਸਟੈਂਡਰਡ ਐਕਟ ਦੇ ਅਧੀਨ ਤਨਖਾਹ ਸਮੇਤ ਛੁੱਟੀਆਂ ਦਾ ਕਾਨੂੰਨ ਬਣਾ ਦਿੱਤਾ ਜਾਵੇ। ਵੱਡੇ ਵੱਡੇ ਸ਼ਹਿਰਾਂ ਦੇ ਮੇਅਰ ਪੈਟਰਿਕ ਬਰਾਊਂਨ, ਬੌਨੀ ਕਰੌਸਬੀ ਅਤੇ ਜੌਹਨ ਟੋਰੀ ਨੇ ਵੀ ਵਾਰ ਵਾਰ ਤੁਹਾਡੀ ਸਰਕਾਰ ਨੂੰ ਕਿਹਾ ਹੈ ਕਿ ਪਰੋਵਿੰਸ ‘ਚ ਪੇਡ ਸਿੱਕ ਡੇਅ ਨੂੰ ਜ਼ਰੂਰੀ ਲਾਗੂ ਕੀਤਾ ਜਾਵੇ।
ਤੁਹਾਡੇ ਕੋਲ ਅਜੇ ਵੀ ਇਸਨੂੰ ਲਾਗੂ ਕਰਨ ਦਾ ਮੌਕਾ ਹੈ, ਲੋਕਾਂ ਦੀ ਬਹੁਤ ਹੀ ਜ਼ਰੂਰੀ ਅਤੇ ਭਖਵੀਂ ਮੰਗ, ‘ਪੇਡ ਸਿੱਕ ਡੇਜ’ ਦਾ ਇਕ ਹੋਰ ਬਿੱਲ ਸਦਨ ‘ਚ ਪਹਿਲਾਂ ਹੀ ਆ ਚੁੱਕਾ ਹੈ। ਇਹ ਬਿੱਲ 247 ਐਂਮਰਜੈਂਸੀ ਸਮੇਂ ਤਨਖਾਹ ਸਮੇਤ ਛੁੱਟੀਆਂ ਦੇ ਹੱਕ ‘ਚ ਹੈ, ਜਿਸ ‘ਤੇ ਆਉਂਣ ਵਾਲੇ ਦਿਨਾਂ ‘ਚ ਡੀਬੇਟ ਸ਼ੁਰੂ ਹੋਵੇਗੀ। ਅਸੀਂ ਤੁਹਾਨੂੰ ਬੇਨਤੀ ਕਰਦੇ ਹਾਂ ਕਿ ਤੁਸੀਂ ਬਰੈਂਪਟਨ ਦੇ ਲੋਕਾਂ ਲਈ ਖੜ੍ਹੇ ਹੋਵੋ ਅਤੇ ਬਿੱਲ 247 ਦੇ ਹੱਕ ‘ਚ ਵੋਟ ਪਾਵੋਂ। ਇਹ ਗੱਲ ਪੱਕੀ ਹੈ ਕਿ ਅਗਰ ਤੁਸੀਂ ਪੇਡ ਸਿੱਕ ਡੇਜ਼ ਦੇ ਹੱਕ ‘ਚ 2021’ਚ ਵੋਟ ਨਾ ਪਾਈ ਤਾਂ ਅਸੀਂ ਆਉਂਣ ਵਾਲੇ ਇਲੈਕਸ਼ਨ ਸਮੇਂ ਵੋਟ ਉਸ ਪਾਰਟੀ ਨੂੰ ਪਾਵਾਂਗੇ ਜੋ ਪੇਡ ਸਿੱਕ ਡੇਜ਼ ਦੇ ਹੱਕ ‘ਚ ਹੋਵੇਗੀ।

We the undersigned residents of Brampton are outraged that you voted against Bill 239 - legislation that would have extended paid sick days for all workers.
This is shocking for any elected representative, but particularly offensive for representatives of Brampton, the city with one of the highest proportions of COVID 19 infections - and deaths - in Ontario. According to Dr. Amanpreet Brar, despite strict lockdown measures in Peel, fully two-thirds of infections reported between September and December of 2020 occurred in the workplace.
This is happening because of precarious employment. Compared to the rest of the labour force, workers in the Peel region are more likely to be frontline workers in health care (personal support workers and long-term care workers); more likely to work in manufacturing or warehousing, and more likely to be in transportation jobs or operate the equipment. Peel also has a huge concentration of temp agency workers.
Workers in these kinds of frontline jobs are denied essential protections like paid sick days, decent wages, and full-time, stable work. Too often workers in these circumstances are forced to make the difficult decision to go to work sick because they simply cannot afford to lose even an hour of pay.
Your government’s claim that the federal sickness benefit is the same as provincially-mandated paid sick days is simply false. The federal program can only be accessed after a worker has already lost more than half their weekly pay - an unimaginable scenario for most workers.
The federal program is only for those who acquire COVID. It doesn’t protect workers who need to take a test, or self-isolate while waiting for results. It doesn’t protect workers who need to stay home with a child who is sent home from school with symptoms. It doesn’t even protect workers who need time off work to get vaccinated.
Even if workers were able to access the federal program, they would still lose pay since it provides less than a full-time minimum wage.
In other words, the very workers who do not have paid sick days in the first place are the least likely to make use of the federal program. Far from “double-dipping” as your party claims, these workers have nothing.
When workers are forced to go to work sick, it puts all of us at risk. It also puts the economy at risk by increasing the likelihood of future lockdowns.
That is precisely why all 34 public health officials in Ontario have called on your government to make adequate paid sick days a matter of law under the Employment Standards Act. It also explains why big-city mayors like Patrick Brown, Bonnie Crosbie, and John Tory have repeatedly called on your government to make paid sick days mandatory in this province.
Fortunately, you still have an opportunity to reverse course. So urgent and popular is the demand for legislated paid sick days that another bill has already been tabled. Bill 247 will provide permanent, paid emergency leave days and will be up for debate soon. We urge you to stand up for the people of Brampton by voting in favour of Bill 247. Rest assured, if you won’t vote for paid sick days in 2021, we will be voting for paid sick days in the next election.
