The Ministry of Labour’s much anticipated Interim Report of the Changing Workplaces Review was released on July 27 and as we mentioned previously, it is clear that all of our organizing across the province has made a big impact. In the report, the advisors state: “We believe that decency at work is a fundamental and principled commitment that Ontario should accept as a basis for enacting all its laws governing the workplace.” Most of our campaign demands have been included among the options outlined in the report.
This is excellent — and it would not have happened without your work. Now, what we do in the days and weeks ahead really matters.
Labour and community partners in the Fight for $15 and Fairness have called a mass rally at Queen’s Park on October 1 to demonstrate how many people are expecting their elected representatives to change the laws that will improve wages and working conditions for all of us.
Buses are being organized from across Ontario and we need YOU to make a commitment to come to the rally — and bring others along. You can RSVP and share the Facebook event here.

In the past weeks employers have launched a campaign to resist whatever progressive directions being considered in the report, which gives us all the more reason to increase the pressure on our elected officials to deliver on decent work legislation.

Make the most of summer – join a local action
We are still awaiting the first report of the Ministry of Labour’s Changing Workplaces Review which is intended to modernize the laws that govern our work and workplaces. The first or “interim” report was originally promised for February 2016, and has been delayed every month since then. Our most recent information suggests it will be released this week, but we can’t know for sure. We will keep you posted, so watch your inbox for news.
For those of you just joining our campaign, the interim report will summarize the issues and solutions highlighted by those who made deputations during last year’s formal consultation process. We have been calling for changes to the Employment Standards Act and Labour Relations Act that will better protect workers and curb employer practices that undermine our working conditions. Importantly, the report will give us a chance to make sure our issues were heard loudly and clearly as we organized across the province to raise $15 and Fairness demands during the consultations.
Fortunately, the ongoing wait for the Changing Workplaces Review interim report hasn’t dampened our organizing energy! Across Ontario, we are using our time to spread the word, get more people involved and build a strong campaign for decent work. As a result, there is growing momentum for the Fight for $15 and Fairness. Local networks are using the good weather and high spirits to get active. Here are just a few examples:
- Migrant workers are organizing for fairness and need your support on this petition;
- A Windsor-Essex Fight for $15 & Fairness planning meeting drew over 25 people;
- Mississauga library workers (more than half of whom are part-time workers) took strike action to win a $15 minimum wage, fair scheduling, paid sick days and more;
- Ottawa’s Fight for $15 and Fairness network organized MPP letter-writing and outreach blitzes;
- The Decent Work and Health Network brought health providers together to fight for $15 and Fairness as a social determinant of health;
- In Toronto students, community and labour activists held successful canvasses, public forums and organizing meetings; and
- Just this past Sunday, the Toronto Star endorsed a key $15 and Fairness demand – that workers should not be allowed to be fired without just cause.

July is off to such a fantastic start for the Fight for $15 & Fairness! Last week Alberta government announced they would increase the minimum wage to $15 by 2018. Here in Ontario, we too have come a long way in putting decent work on the government’s agenda. With your support and by continuing to organize in our communities, we know that we will make $15 & Fairness a reality!
Just in the span of the past few days: we have marched at Toronto’s Pride Parade with CUPE Ontario, celebrated Eid with a community outreach event, did a leaflet blitz about Scarborough-Rouge River by-election and picketed in solidarity with striking library workers. Announcing A Day’s Work Film Screening
On Wednesday, June 1st, we are hosting the Canadian Premiere of the award-winning documentary A Day’s Work, which exposes the harsh conditions faced by temp agency workers. We will hold two free screenings in Toronto: at 14:00 and 19:00.
The film tells the story of 21-year-old Day Davis who was killed on his first day of work as a temp agency worker. Temp agency workers are particularly vulnerable to health and safety risks because temp agencies and client companies are not jointly responsible for workplace injuries. In fact, too many companies deliberately use temp agency workers to do the most risky jobs so that they can avoid the WSIB rate increases that would accrue to an employer if a directly-hired worker were injured on the job.

Report back on the April 15 Day of Action
7 provinces, 30 municipalities, many news stories and a #15andFairness hashtag that trended throughout the day on Twitter. That’s what the April 15 pan-Canadian day of action for a $15 minimum wage and fair working conditions looked like – and you did it!
This movement is growing because of the many workers, students, labour council members, health providers, teachers, union members, airport workers and activists just like yourself – who are organizing our communities and putting pressure on elected officials.
This fight for decent work won’t end until we win the kind of labour law reform that protects the rights of every worker in Ontario. With the Ministry of Labour reviewing the laws that govern our workplaces, we have a once-in-a-lifetime opportunity to raise the employment standards floor, ensure equal pay for equal work and end shameful practices such as contract flipping and union busting. A $15 minimum wage and fair scheduling, paid sick days, enforcement of our rights and better access to unions is not too much to ask for – is it?
Just like on April 15, we will keep organizing to bring our labour legislation into the 21st century.

Since March 2015, the Ministry of Labour has been reviewing the laws that govern our workplaces. As we wait for the Interim Report of this Changing Workplaces Review, communities across the province will be mobilizing on April 15 to tell our elected officials that we are watching them closely — and we want them to be champions of decent work!
Workers have been speaking out about the state of the labour market — parents trying to make ends meet on poverty wages, recent graduates struggling to pay student debt on short-term contracts, temp workers with no guarantee of hours, workers losing their wages and working conditions when contracts flip, and unfair exemptions that leave some workers with no protection at all. On April 15, let’s make sure that every voice is heard and every worker is protected.
